In Revelation 13:3-4 it is said that the first beast that rises from the sea has seven heads, one of which received a death blow but was healed supernaturally. These verses tell us that the whole earth worships this first beast, who is given his power from the dragon, which most writers agree symbolizes Satan.
Revelation 13-14 concerns itself with the second beast, the beast of the land, and tells all of humanity that it must worship the resurrected beast from the sea. So in this chapter we are dealing with three protagonists: the dragon (who represents Satan) the beast of the land (who was severely wounded but whose mortal wound was healed) and the beast from the sea, who causes all of humanity to worship the first beast, creating a very centralized global domination by an Anti-christ.
